International Institutions for AI

The Lewis Ho et al. paper "International institutions for advanced AI" proposes the creation of four institutions for the AI problem. I want to do something related to this paper. I was thinking of developing a short-term plan for beginning the real-world implementation of these organizations.
Problem: how to support the legitimacy of this idea with quantitative threat modeling?
